Elihas Starr was a scientist who worked on atomic research for the U.S. Government. He was caught trying to steal atomic secrets to sell on the black market, fired, and arrested for treason. He was broken out before he could be tried for treason by the big shots in the criminal world in exchange for using his scientific genius in their personal use.
Egghead is the nickname the crime lords gave Elihas Starr. He's been a regular enemy of Ant Man and Wasp, as well as the Avengers and Spider-Man. He's also been a regular ally of other criminal masterminds like The Mad Thinker and The Puppet Master.
